Community Eye care and Research Center (CECRC) is a charitable organization providing eye care services to the people of Rangpur area with the aim to help eradicating avoidable blindness. CECRC nourishes the desire to grow high, enhancing its capacity to provide all needed advanced eye care services in future.
Vision of CECRC
Community Eye Care and Research Center (CECRC), dreams to be a center of excellence in ‘Eye Care Services & Research’ in the Northern Region of Bangladesh having its activities focused to this Region but not limited to any limits of boundary, to serve humanity in managing the avoidable blindness in the most effective way and to continue enhancing capacity in order to incorporate services for other health related issues too.

Introduction
The health status of the people of Bangladesh
is steadily improving day by day with the initiative of the Government of
Bangladesh. But still there are a large number of people in the country who are
suffering from various kinds of diseases. Eye health problem and blindness is
one of the major issues in the country. “Vision 2020: The right to sight” is a
global initiative with the objective of eliminating avoidable blindness by the
year 2020. The World Health Organization (WHO), launched “Vision 2020: The
right to sight” worldwide on February 18, 1999. Bangladesh is a signatory of
this program and the challenges are disease control focusing on the prevalent
eye problems like cataract, refractive error and low vision, childhood
blindness, corneal blindness and diabetic retinopathy etc. The successful implementation of national eye care
plan focusing on rural/underserved population can make Bangladesh free from
blindness. To achieve the goal, coordination of efforts of the private sectors,
NGO and public sectors in Bangladesh is necessary. Non-government or private organizations can enhance the activities
of the government in eye health services. With a view to providing eye health
services and socio-economic development focusing the theme ‘Fight for Sight’, the
organization “Community Eye Care and
Research Center (CECRC)” was established in 1999 at Ashratpur in Rangpur, a
district in the northern part of Bangladesh. In 2003, “Community Eye Hospital”, the hospital section of the organization
got licensed from Directorate General of Health Services, Bangladesh.
In the beginning it was registered as a 10 bed
eye hospital and in 2017 it is upgraded to a 30 bed eye hospital. The
activities of CECRC are:
a. Eye care
services and refraction through outdoor services.
b.
Advice
on treatment of eye diseases and creation of increased awareness about eye
disease.
c. Surgery
facilities on various kinds of eye diseases.
d. Training
to volunteers/staff working in the OPD and field.
e. Dispensing
of low cost spectacle.
f.
Emergency treatment.

Operational
Area
Initially the activities of the institution
were confined within Rangpur, a northern district of Bangladesh.
With the passage of time, the area of operation continued to expand and by now
it includes most of the northern districts of Bangladesh. Patients from different districts come to CECRC for outdoor
services and CECRC also arranges outreach programs to deliver the services to
remote localities, especially in the rural areas. Within the operational area
of CECRC, total area of Rangpur Division alone is 16,185 sq. km. Total
population of this division is 15,907,258 (Population and Housing Census 2011)
and estimated total population for the year 2015 is 19,724,999 at the growth
rate 1.24 per year. The division consists of 8 districts. The population and
other demographic parameters are giving bellow-
Rangpur division is an under developed area and comparatively least developed in Bangladesh. Most of the people live below poverty level. Almost 70% people depend on agriculture. There is no significant heavy or medium industry in this region. Maximum area is affected by flood in the rainy season or drought every year.
CECRC base hospital is situated
in Rangpur which is easily accessible for the people living in the district.
But people from adjacent districts also need the eye health care services and
so the whole division is taken in to operational area through outreach program.
The eye health situation in Rangpur Division shows that there are a large
number of people who needs eye health care facility. The following table shows

Our Services
a. Out Patient Department (OPD)
This department has been providing treatment
to the patients attending with various eye diseases. Among the patients new and
old are categorized. The patients who have come for the first time to the
hospital are treated as new patient. Every new patient will be treated as an
old patient for 1½ month after first visit. After that the patient will be
treated as a new patient again. There are also free of cost services
considering the socio-economic condition of the patient. Outpatient department
has been providing consultation and medical treatment to different sectors of
eye diseases.
i. Consultation
The consultation section is consisted of specialized doctors, surgeons and ophthalmic assistants. Patients can get consultation by a doctor of ophthalmology and surgeon for any of their eye problem. There are consultants in OPD in day time and some duty doctors provide services to the surgery patients after OPD time. The following consultants and doctors are regularly available at CECRC OPD from 9:00 a.m. to 4:00 p.m.
The consultation section is consisted of specialized doctors, surgeons and ophthalmic assistants. Patients can get consultation by a doctor of ophthalmology and surgeon for any of their eye problem. There are consultants in OPD in day time and some duty doctors provide services to the surgery patients after OPD time. The following consultants and doctors are regularly available at CECRC OPD from 9:00 a.m. to 4:00 p.m.
ii. Counseling
Counseling department plays an important role at OPD. A number of efficient counselors are dedicated to make the patients understand about their problems and what they are to do regarding their treatment. The patient will be informed about the type of surgeries, cost and even the procedure of surgery. This department is responsible for quality support to the patients about the services. This department is entrusted with awareness development among the people who comes for eye treatment. The people are given proper motivation about how to address ophthalmic problems, corneal infection and refraction. They are also given advice about how to overcome malnutrition.

iii. Diagnosis
As per doctor’s advice the patient may need
diagnosis to find out the causes of complain, some measurements of eye or
physical condition and some tests. These diagnoses help the doctor to
understand the patient’s complain better and to find out any hidden cause of
complain. CECRC has a diagnosis unit which performs the following diagnosis and
tests: Tonometry, SPT, RBS, BP, Fluorescent stain, Biometry, Sub-conjunctival
injection etc.
iv. Refraction
It is a part of outpatient department where
patients with refractive errors are taken in to a simple procedure for the correction
of vision with glasses glasses after screening the patients eye with
auto-refractometer. There is experienced refractionist with a set of trial box,
vision box, color vision test chart, trial frame, occluder and a few other
necessary instruments to make the correction of refractive error. After
refraction patients buy and use a spectacle for a perfect vision.
v. Emergency Service
CECRC provides
emergency services to the patient who comes with injury in eyes or suffering
from severe pain, inflammation or any other difficulties which should be cared
immediately. The surgeons and the trained ophthalmic assistants are dedicated
to provide prompt services.
vi. Medicine Dispensery:
‘Community Medicine Corner’ is a medicine
dispensary which is situated within the premises of CECRC. The dispensary has a
large collection of eye drops, ointment, capsules, tablets and some other
general medicine from authorized and reputed pharmaceuticals.
vii. Spectacle
Dispensary
‘Community
Optics’ is a spectacle dispensary situated in the hospital premises. Spectacle
for correction of refractive errors, for safety while threshing grains or using
sharp tools and some fancy goggles are sold in this spectacle dispensary. One
ophthalmic assistant and one technician in the dispensary take care of the
service seekers. One can buy spectacle frame by her/his choice out of a large
collection and order for optical glasses as prescribed by the ophthalmologist.
b. In-patient Department (IPD)
i. Surgery
In-patient Department mainly carries out the surgeries in its surgi-center. The surgi-center is the clinical arm of CECRC and a hub for treatment, training and research. OPD carries out cataract surgeries, implantation of Intra Ocular Lense by using SICS technique and Phaco Emulsification. It also provides surgeries on Dacryocystorhinostomy (DCR), Dacrocystectomy (DCT), Pterygium, Glaucoma, Excision of Conjunctival Cyst, Exicision of Darmoid, Chalazion etc.
b. In-patient Department (IPD)
This department includes the following
sections:
In-patient Department mainly carries out the surgeries in its surgi-center. The surgi-center is the clinical arm of CECRC and a hub for treatment, training and research. OPD carries out cataract surgeries, implantation of Intra Ocular Lense by using SICS technique and Phaco Emulsification. ii. Patients accommodation in free ward, paid ward
and cabin
Free
ward is for the patients who have undergone an operation and need a rest for
some time. Generally patients under any project or who are given free services
from the base hospital, rest in free ward. Paid patients are given room in the
paid ward or cabin.
c. Outreach Program
As
it is not easy to access to the base hospital for every people due to lack in
transportation system, old age, socio-economic condition, business and
sometimes for not having awareness, CECRC plans outreach programs in Rangpur
and adjacent districts. The Outreach program team consists of one doctor of
ophthalmology, one refractionist, one organizer, one counselor, one medicine
and spectacle salesperson and needful number of volunteers.
